Janina,
I dropped my phone. Do I need to replace the whole phone or can I replace
just the chipped casing. It is still working properly.

Most certainly. This has nothing to do with the phone. If you can call
across town, you can call around the world. At that point, it's between
you and your service provider.
Which brings me to the key point: T-Mobile disables international
dialing by default to save you from costly mistakes. Most people never
notice. But, if you need international dialing, just call them and
they'll enable it for you.
