I believe I looked for them once in the file hierarchy, but didn't find
them. I didn't try very hard. Upshot is I can't tell you whether they're
mp3, wav, or what. They may be databased.
I do know you can access the file system on the telephone by using the
data cable and logging in as root, no password. It's kind of fun. You
can even be in the file system poking around while using the phone.
If you figure out how while poking around, we certainly won't mind. If
you tell others via this list, we won't mind that either. But, if we
support standard industry techniques for downloading ring tones, we'll
have to support the protocol for that and certify that we do it
correctly.
As for other phones, absolutely they use mp3, or whatever format. How do
they keep you from stealing? By controlling what rings you download and
from where. Some might be free--so theft is a nonissue. Others may cost,
so they'll want your credit card number and will wait for the
transaction to complete before giving you the ring tone. There's
actually a defined protocol for doing this on mobile phones. It's known
as "OMA Forward Lock."
